Hon’ble Dr. Justice Pushpendra Singh Bhati

Born on 21.09.1970 in an Indian Air Force family, Justice Bhati completed his school education in Kendriya Vidylayas across India.
He was awarded a P.hD. for his research in “Promotion & Seniority in Public Employment, its Changing Dimensions and Role of Supreme Court.” after completing his B.A. L.L.B. and L.L.M. in Mercantile Law from Jai Narain Vyas University, Jodhpur.
Dr. Bhati was elevated as an Additional Judge of the Rajasthan High Court on 16.11.2016 and confirmed as Permanent Judge on 16.03.2018.
Justice Bhati Served as Chairman of the Rajasthan Judicial Academy, Chairman of the Rajasthan High Court Legal Services Committee, and Member, Executive Council of the National Law University, Jodhpur from February 2024 till his appointment as Chief Justice of the High Court of Jammu & Kashmir and Ladakh.
Justice Bhati has been a regular Resource Person, Speaker, Panelist and Session Chair at the National Judicial Academy, Bhopal.
Dr. Bhati was enrolled as an Advocate in 1992 and practised, briefly at the Supreme Court of India, and thereafter at the Rajasthan High Court, Principal Seat, Jodhpur for over two decades with a diverse practice ranging across Constitutional and Writ Law, Service Law, Public Interest Litigation, Election Law, Revenue, Mining, Education, Panchayati Raj and Criminal Law. He is also a trained mediator.
He served as Additional Advocate General for the State of Rajasthan in 2008 and thereafter from January 2014 till his elevation.
Dr. Bhati was elected and served as Member of the Bar Council of Rajasthan from 2009 till his elevation, as President of the Rajasthan High Court Lawyers’ Association from 2011 to 2013, and as General Secretary of the Rajasthan High Court Advocates’ Association in 2001. As a law student, he was also elected as Vice President of Students Union, Law Faculty in 1990-91.
Inspired by his educationist mother, Smt. Sarojini Chauhan, he served as Visiting Faculty at the Faculty of Law, Jai Narain Vyas University, Jodhpur, for 19 years from 1997 till his elevation and Visiting Faculty of National Law University, Jodhpur for one year.
Justice Bhati has also been an accomplished horse rider, a swimmer, a shooter, a solo glider pilot and a para sailor, and holds ‘A’, ‘B’ and ‘C’ Certificates of the National Cadet Corps (Air Wing).
Justice Bhati was appointed Chief Justice of the Jammu & Kashmir and Ladakh High Court on 05.09.2026 and took oath of office on 09.09.2026.
